The tendering process

The council's tendering process and how you can participate in tenders.


As part of the Hillingdon Council's continued commitment to helping the environment, our tenders are carried out electronically via capitalEsourcing. Registering is quick and simple and we would highly recommend that companies register.

The tender documents usually contain the following information but vary for each tender, letter of invitation and instructions to tenderers pricing document and/or form of tender specification and/or schedule of rates contract conditions or conditions of purchase method statement requirements (if necessary).

We will also normally ask further questions tailored to match the needs of the individual contract, and your responses and supporting evidence will be used to assess whether you have the required level of skills and abilities to tender in relation to other interested firms.

You will be asked to complete and return our tender documents electronically through capitalEsourcing by a given time and date. The tender documents are all opened at the same time after the tender return date by our Democratic Services function. Once the tenders have been opened, an evaluation process of all tenders will occur. If you fail to return your tender documents by the specified deadline your tender may be excluded from the evaluation process.
