Contract award

The council will usually evaluate the tender bids on the basis of the 'most economically advantageous tender', sometimes known as 'MEAT'. You should note that the council is not bound to accept the lowest or any of the bids submitted. After evaluating the bids, if the council is satisfied that you can carry out the work you will be awarded the contract.

If you are not awarded the contract you will be notified that you have been unsuccessful. You can ask for feedback on your submission, this is important as the council can clarify what it thought were the strengths and weaknesses of your bid.

For example, whilst it is the council's responsibility to ensure that its money is spent wisely with an emphasis on providing best value for money. The complex nature of purchasing decisions means that decisions cannot solely be confined to price. The council will, as part of the tender process, assess a variety of issues before awarding a contract. Some examples are detailed below:

  • compliance
  • whole life costs
  • quality
  • total cost of ownership
  • lead times
  • availability
  • on-costs
  • social and environmental issues

In addition to being free of charge, registration is quick and simple enabling suppliers to set alerts and receive notification on all opportunities relevant to their specific business interests.
