Substance misuse - drugs and alcohol

Substance misuse in adults and young people.



The estimated number of problematic drug users (ie drug users using opiate and/or crack) in Hillingdon is 1,200 (95 percent confidence intervals of 850 to 1,590). These estimates are developed through the Glasgow Prevalence model (Hay et al 2013). The rate of problematic drug users in the 16 to 64 year old age group for Hillingdon is estimated as 6.59 per 1,000 population aged 16 to 64. This is lower than the corresponding rate for London (9.55 per 1,000 of population aged 16 to 64) and also lower than the England rate of 8.4 per 1,000 population aged 16-64.

In 2012/13 there were 780 adults in effective treatment for substance misuse in Hillingdon and a total of 829 adults in treatment. 


Consumption of excess alcohol has an impact on health, crime and use of local services. Alcohol specific hospital admissions in Hillingdon are recorded as 744 per 100,000 population for males, this is close to the London and England  averages of 833 and 812 per 100,000 population respectively.  For females the rates are much lower, 279 per 100,000 population in Hillingdon, below both London average of 283 per 100,000 population and below the England average of 367 per 100,000 population. In terms of increasing risk and higher risk drinking, Hillingdon is below average of the London Boroughs.

Young people's substance misuse

Young people enter the local treatment system via referrals from a range of sources including:  education services, youth justice services, children and family services, health and mental health services, self referral, family and friends and other sources. The number of young people (ie 17 years of age and under) in substance misuse treatment services in Hillingdon as of March 2014 was 82 (source National Drug Treatment Monitoring Service). 

Under 18 hospital admission rates for alcohol specific admissions for Hillingdon are close to the England average.  The crude rate for Hillingdon is 47 per 100,000 population and the England average is 45 per 100,000.  The Hillingdon rate is significantly higher than the London rate which is 27.7 per 100,000 population.
