Petitions about council services

The petition process allows the residents of Hillingdon to have direct influence on the decision-making process and to raise concerns that are important to them.

From 6 July 2018, all new electronic petitions about council services will need a minimum of 100 signatories from people living within Hillingdon to be formally considered.

Petitions in relation to council services are considered ultimately by Cabinet members. Each of these councillors has responsibility for a particular range of council services and will consider valid petitions from residents for things that the council has direct control over, for example to:

  • request inclusion in (or exclusion from) a residents' parking scheme
  • request traffic calming measures in a particular area
  • refurbish a playground

Creating a valid petition and number of signatures required

For the council to formally consider a petition about council services, your petition will need to be clear what you are petitioning about and meet the requirements of our Petition Scheme [316KB]. Importantly:

  1. the lead petitioner (or person creating/submitting the petition) must live within the borough of Hillingdon
  2. for paper petitions, we will require the names, addresses and signatures of a minimum of 20 people who live in the borough
  3. if you are using an electronic petition, we will require a minimum of 100 signatories of residents who live within the borough

We accept any format that can reasonably identify itself as a petition. However, to help you put a paper petition together, we have developed a template that you are welcome to use. It is available in PDF, MS Word and Google Docs format, for either printing or editing:

There is also the option to submit an e-Petitions as an alternative to collecting physical signatures. The council also accepts other electronic petitions as long as, when submitted to us, they include a name and an indication of residency in the borough as part of the relevant electronic petition system being used. The system being used should also have asked for a valid email address from each signatory and we may ask you to confirm this.

Submitting your petition

The Democratic Services team is responsible for receiving, managing and reporting all petitions sent to the council. Paper petitions can be sent by post, hand delivered or scanned and emailed to:

Completed electronic petitions using an alternative system to the council's facility can also be printed off, posted, hand delivered or scanned and emailed as above.

When you submit your petition to us, we will review it and send the lead petitioner a letter or email acknowledgement within five working days of receiving the petition. This acknowledgement will let the lead petitioner know what the council plans to do with the petition and when they can expect to hear from the council again. Please note that petitions submitted may be rejected if they are inappropriate, not feasible and do not relate to matters which are the direct responsibility of the council. There are other justifiable reasons why the council may not accept a petition and these can be found in our Petition Scheme [316KB].

What action will the council take?

If the issue that you want to be looked at is something that the council can do something about, there are a range of things that we could do which include:

  • taking the action requested in the petition, if possible
  • holding a meeting to discuss further or site visit
  • researching the issue
  • carrying out a further local consultation
  • suggesting other actions that we could take that may deal with the issue raised in the petition

If the council is unable to resolve the matter to your satisfaction, then with a valid petition, you then have a right to have your petition heard at a 'petition hearing' with the relevant Cabinet Member as set out below.

Taking the matter to a petition hearing

If the council can't sort out the issues that you have raised to your satisfaction, then we will liaise with you to get the matter considered at a Petition Hearing. This is a meeting held in public that is chaired by the relevant Cabinet Member where the lead petitioner (or any representative they select) has the opportunity to speak directly to the Cabinet Member for up to five minutes and put forward their views on the petition before a formal decision is made on the matter. Lead petitioners are welcome to invite fellow residents to the Petition Hearing to listen. Your local Ward Councillors will also get to speak for three minutes each.

Democratic Services will contact the lead petitioner about three weeks before any Petition Hearing to arrange things. These meetings are relatively informal events for those attending, but they are designed to make official decisions on matters by the council, so we can be as responsive as possible to the issues you have raised.

How long will I have to wait for a Petition Hearing?

The council receives hundreds of petitions each year from local residents and the time-frame of taking it to a Petition Hearing really depends upon the type of issue raised. Complex petitions may need further research by council officers before a proposal can be worked-up and this may take up to a few months. Petition Hearings are usually held on a monthly basis, so we will aim to get your petition to one of these meetings as soon as is practicable, bearing in mind there will be other petitions submitted earlier already in the line for such meetings.

Other frequently asked questions

What happens if someone else has sent in a similar petition? 

If we have already had a petition on the exactly the same matter in relation to a council service, unfortunately we won't accept another one on the same issue for six months.  

What if I cannot secure the required number of signatories?  

Such petitions will instead be treated as a corporate complaint or service request by sending to the appropriate council service to respond. However, your local Ward Councillors will still be notified of these petitions and they may request that the relevant Cabinet Member treats the petition as valid. Upon their agreement, the petition will proceed forward through the democratic process for formal consideration. In such circumstances, we will write to you to advise what further action can be taken, including securing any additional signatories required.

What further contact will I receive from the council? 

You may receive contact from the relevant council service to look further into the issue raised in the petition and these officers will contact the lead petitioner if they need any more information. Democratic Services may also contact the lead petitioner for any updates and also if the matter is to go to a Petition Hearing. Petitioner are welcome to contact Democratic Services at any time on the status of their petition.
