Paper petitions

How to submit a paper petition (for any type of petition).

Creating a valid paper petition and number of signatures required

For the council to formally consider any paper petition, it will need to be clear what you are petitioning about and meet the requirements of our Petition Scheme [316KB]. Importantly:

  1. the lead petitioner (or person creating/submitting the petition) must live within the borough of Hillingdon.
  2. for paper petitions, we will require the names, addresses and signatures of a minimum of 20 people who live in the borough.
  3. If in relation to a current planning application or licensing matter, details of the application or the application number, which you can search for.

Paper petitions need to have the names, addresses and signatures of 20 or more people who live in the borough. More than one person from each household can sign a petition.

Petition template

We accept any format that can reasonably identify itself as a petition. However, to help you put a paper petition together, we have developed a template that you are welcome to use. It is available in PDF, MS Word and Google Docs format, for either printing or editing:

Where do I send my petition?

The Democratic Services team is responsible for receiving, managing and reporting all petitions sent to the Council. Paper petitions can be sent by post, hand delivered or scanned and emailed to:

Or email: petitions@hillingdon.gov.uk

Can anyone view a petition?

Petitions are public documents, however, the personal details of the signatories to a petition will not be published by the Council or made available to third parties. Find out more about the privacy of your data in petitions.
