The constitution sets out how the council works and make decisions. It's the most important council document and ensures good governance by elected councillors and officers and, importantly, safeguards the democratic rights of Hillingdon residents.

It sets out who takes what decisions so there is consistency and compliance in everything we do, from how we spend money, to contracts and standards in public office. The constitution is owned by all 65 councillors and it is reviewed regularly. It provides for significant delegated authority to the cabinet, individual cabinet members and the leader of the council, enabling our decision-making processes to be very responsive to delivering services that meet residents' needs and aspirations. 

The constitution is divided into seven main sections within which are sixteen articles, which set out the basic rules governing the council's business. More detailed procedures and codes of practice are provided in separate rules and protocols at the end of the document, including our Petition Scheme.

Hillingdon's Constitution [2MB] - as with all councils, has been made in accordance with government legislation and adapted to meet local democratic requirements. It can therefore be a complex document to understand first hand. To help, you may find it useful to  download a glossary of terms used in the constitution [19KB].

The Cabinet's Scheme of Delegations [432KB] - this part of the constitution (Article 7) sets out the powers of the Cabinet and Cabinet Members, which may be amended by the Leader of the Council. This will therefore be updated whenever such amendments are made. This therefore supersedes Article 7 in whole version of the Constitution above.

Planning Delegations [165KB] - delegations to planning officers and planning committees, in making planning related decisions. Updated in 2017 to include those in relation to High Speed 2 matters.
